Answer:

Make sure your IIS was configured properly, check for .WSDL file handler it should mapped to "C:\PROGRA~1\COMMON~1\MSSoap\Binaries\SOAPIS30.dll"

The steps are:

1. Open IIS Administration Console
2. Open IAWS (Application) Properties
3. Click Configuration Button
4. On Application Extensions, click Add
   
5. Add .wsdl extension and put "C:\PROGRA~1\COMMON~1\MSSoap\Binaries\SOAPIS30.dll" has its handler.
